According to Reuters, citing The Information's report, Intel and Taiwan Semiconductor Manufacturing Company (TSMC) have reached an initial agreement to establish a joint venture for the operation of Intel鈥檚 wafer fabrication plants in the United States. Two insiders revealed this information; however, Intel has not yet commented on it.

The cooperation plan is influenced by U.S. government interventions from both the White House and Department of Commerce aimed at addressing operational difficulties faced by Intel. The American authorities view such collaboration as a critical measure to stabilize Intel's position in the market since its 'IDM 2.0' strategy has not yet achieved leadership status either in product offerings or advanced process technologies.

According to Tom鈥檚 Hardware, it remains unclear how TSMC will participate in operating Intel's U.S.-based fabs, which cost billions and are mostly dedicated for producing processors specific to Intel using technologies such as Intel 3 and Intel 4. Only one or two plants can support the latest Intel 18A process technology. It is also uncertain whether a plan by TSMC to hold a 20% stake in Intel鈥檚 foundry division will conflict with its existing plans for an investment of $165 million at Fab 21 in Arizona, which aims to produce chips for clients like Apple.

Following the news release, Intel's stock price surged nearly 7%, recovering from previous declines due to new U.S. tariff policies. In contrast, TSMC鈥檚 American Depositary Receipts (ADRs) fell by about 6%, indicating divergent investor sentiments towards this deal.
